Story:

The story in Papers, Please takes place on a fantasy world map. Which, the communist state of Arstotzka has just undergone a long period of resistance lasting up to 6 years with a neighboring country called Kolechia.

As a result of this long battle, Arstotzka regained half of the legitimacy, established his own independent institution, and took the Grestin region as the border to divide the territory. This half of Gretin belongs to Arstotzka, and the other half of Grestin belongs to Kolechia.

On this thin line, an official immigration office was created with the task of controlling the flow of people trying to immigrate into the new territory of Arstotzka (the people from the Kolechia side).

Arstotzka agreed to accept many immigrants into their new country. However, not all cases are reputable or have the same clear purpose.

Amidst the throngs of immigrants flooding into Arstotzka, there are so many questionable figures that you have to decide whether or not to let them join your country. It could be an ordinary tourist, but it could also be a drug dealer or a rich pimp. Then there are spies, double-hiding terrorists… The country just born, going through a war, just letting a dangerous element into the country, the consequences will be very unpredictable.
