Introduction

Cities Skylines 2 is an open-world city-building simulation game with different starting terrains to choose from, each with its own advantages and disadvantages. You'll need to use your limited funds to build roads, structures, and various pipelines to attract residents and generate tax revenue to continuously develop and expand your city. The vast map allows players to unleash their imagination; you can freely extend the city's boundaries and build corresponding facilities. As the game progresses and residents' needs increase, you'll need to listen to their opinions and build more content, or ignore them altogether. The game is also continuously updated and optimized, releasing new content while refining existing mechanics for smoother gameplay.

Gameplay of Cities Skylines 2:

Like its predecessor, Cities Skylines 2 gives the player a virtual plot of land to create a city within. Players can lay down roads, zoning, utilities, and city services to bring in residents and businesses. The player can set city policies like tax rates, fees and ordinances to influence how the city grows, from which they also receive funds to continue to expand the city.

Initially the player is limited to nine tiles of space to build on but can expand outward by purchasing additional tiles with city funds as they achieve milestones. Whereas the first game was limited to nine tiles covering 33.1776 km2 (12.8099 sq mi) of area (81 tiles with user modifications) and the remastered edition to 25 tiles covering 92.16 km2 (35.58 sq mi),[a] Cities Skylines 2 allows players to build out to 441 tiles representing 171.33 km2 (66.15 sq mi) of area, meaning each individual tile is substantially smaller. With a third-party modification, this can be increased to 529 tiles, which increases the available area to 205.52 km2 (79.35 sq mi). Unlike the previous game which was limited to around 65,000 citizens being rendered at a time, the number of citizens that can be directly simulated in Cities Skylines 2 is limited only by a player's computer or console specifications. Each city can earn up to 2 billion currency units.[citation needed] Each map included with the game is based on a preset climate that influences weather behavior. Both the weather and the behavior of the city population follow annual and diurnal cycles, with each in-game day/night equivalent to one month of simulation time. Depending on the climate, the winter months may bring snow and other cold conditions, while summer weather may bring excessive flooding, forest fires and tornadoes. Such disasters can be mitigated with additional disaster response facilities and services within the city. Like its predecessor, Cities Skylines 2 operates in a compressed time fashion.

Cities Skylines 2 improves and expands upon the robust city building mechanics of the prequel, including fully realized transportation and economic systems, enhanced construction and customization options, including American and European styles, and advanced modding capabilities. Players have more fine-tuning control of residential zones, businesses, industrial manufacturing, and offices, including more zone types such as low rent housing and mixed-use residential/commercial. Signature buildings can be unlocked by reaching specific milestones and can impact the land value and other properties of whatever zone or city they are placed in. Rather than purely distance as in the first game, the simulated citizens use more intelligent methods to determine traffic routes, using route length, costs, comfort, and agent preference. Services like police and fire stations can also be assigned to specific districts to improve their response times, in contrast to the first game. In addition to public safety services, deathcare, education, and waste management, Cities Skylines 2 also adds in services for telecommunications and welfare. These services can now be expanded through upgrades of existing locations rather than having to build a separate service building. Passenger and freight transport options are more flexible, allowing for importing and exporting to other virtual cities, and rather than unlocking certain transport options based on city size, Cities Skylines 2 has a technology tree on which players can spend development points to advance and unlock desired transport options.

Every Road Feeds Another System: There is no prescribed finish line. Players choose a map and gradually convert open land into a functioning city, deciding where people live, how industries move goods, and which services receive funding. Improved road tools provide more control over the street network, but drawing attractive blocks is only the first layer. Loans, taxes, budgets, power, water, sewage, and trade all shape what can grow around them.Many service buildings support upgrades, which helps expand coverage without scattering replacements across a district. Land Value also demands closer attention than before. Parks and municipal buildings cannot carry an area by themselves; residents' broader needs must be met. Server Farms and Telecom Towers add internet access to the infrastructure checklist, affecting businesses as well as citizens' leisure and well-being.

Citizens Expose Weak City Planning: The strongest ideas emerge when city services affect behavior rather than merely filling progress bars. Crime, for example, is not solved solely by placing Police Stations and Police Headquarters. Poor well-being, unreliable utilities, and the criminal probability associated with particular buildings can all contribute. Police can arrest offenders, but prevention requires fixing the neighborhood that produced the problem.Weather and seasonal changes introduce another layer of pressure. Climate influences the map, while changing conditions affect both how the city looks and how it functions. Pollution, traffic, public transportation, and economic decisions continue to interact as the population expands. That complexity can be absorbing, but it also means the game asks for substantial patience before its cause-and-effect relationships become clear.

Sharper Districts, Heavier Hardware Demands: Recent improvements give city designers better control over visual repetition. A native coloring system can adjust buildings, vehicles, and props, making it possible to give neighborhoods distinct palettes. Trees and other foliage are not yet included, which leaves the tool feeling slightly unfinished. Snow now settles across lawns and surfaces inside lots, nighttime visibility has improved, and smaller terraforming brushes allow more precise corrections.The redesigned interface uses clearer icons and a rounded layout, while a Legacy Toggle keeps the earlier appearance for players who prefer it. Useful fixes also reduce excessive bicycle congestion and spread citizen deaths across the day, preventing sudden demand spikes for funeral services. These are sensible changes to problems that could disrupt otherwise healthy cities.

Strategies of Cities Skylines 2:

Begin with the most basic two-lane roads as they are the most cost-effective to maintain.

Isolate your industrial zone to shield your citizens from both air and noise pollution.

Take wind direction into account, as pollution from your industry and power plants can affect your residential district if the wind blows in that direction.

Ensure your factories have quick access to external connections.

Plan your road layout whenever possible. A common pattern includes highways, arterials, collectors, and local roads, each serving a distinct purpose. Some are designed for mobility, while others enhance accessibility.

The default snapping setting can easily break the zone alignment. So, disable snapping to create zones without gaps.

In this mode, you can also relocate roads, which can be more convenient than rebuilding them entirely.

If the terrain doesn't meet your expectations, consider terraforming it. Use the largest brush to cover larger areas more quickly.

Switch between European and North American housing styles to diversify the appearance of your city. This will add variety to your city's overall look.

All citizens are required to pay rent, which is calculated based on various factors, including land value, backyard size, and land size. Therefore, avoid constructing overly large houses, as they may be unaffordable for your residents.

Based on my testing, 3x3 and 3x6 houses are the most rent-efficient options in the long term. Not only do they generate more income, but they are also space-efficient.

If you continue to struggle with low-income buildings that your citizens cannot afford, consider reducing taxes for low-density residential structures.

When expanding your city, residential zones may face reduced suitability due to the presence of similar zones nearby. To address this, pick another zone density.

There's a trick to attract educated citizens for free: simply lower taxes for educated residents. This will entice them to settle in your city and provide a skilled workforce for your financially efficient buildings, eliminating the need for educational facilities in the early stages of the game.

Player Comments of Cities Skylines 2:

I've read a lot of negative stuff about this game, and I was one of these severely disappointed at the state when the game release. I held off for a year and a half before I bought the game and still several months before I finally dove in.

What changed? Frankly the devs' commitment to making things better. I was skeptical at first but I have to say that despite there still being issues, the devs do care about fixing things. Colossal Order leaving and Ice Flake taking over seemed concerning but at least at the time of writing, the first update released by them seems promising.

So what about my actual thoughts about the game? I'll be honest, I got this game not as a replacement for Cities Skylines 1 but for Simcity 4. In my opinion, Cities Skylines 1 was extremely overrated because while you could build incredible things with it, you needed a ton of mods to do that. The base game was extremely ugly and nothing I built looked satisfying. I could never get all of the mods I wanted working and I was plagued with constant crashes to the point where I just stopped playing.

In contrast, Cities Skylines 2 has been stable and looks amazing. It actually has a consistent design philosophy unlike CS1 which couldn't decide if it wanted to be cartoony or realistic. The amount of customization I have with just the base game itself is amazing and with just a few mods, becomes ever better. I've been making things I could never in CS1 without a ton of mods and a lot of instability.

As for negatives, some people say the simulation is illogical. Maybe it is but its good enough for me. My biggest complaint is about performance. The game chews through framerates and zooming in makes it worse and I have a fairly decent machine. Its not unplayable by any means and I'm still having tons of fun.

So there's my review. Its a decent game and I'm having more fun than I did in CS1 which in my opinion is overrated. The fact that the developers have stuck around and have addressed some of the most major complaints and are still working to make things better is what finally tipped my review in favor of it.
